by Schwarzschild Radius, I think they mean event horizon.

The question concerning "time speeding up" is not valid. From the perspective of a shell observer the coordinate time of the in-falling traveler will indeed slow down. From the perspective of the in-falling traveler the rate of time they experience is unaffected by the BH spacetime, but records the coordinate time of the shell observer as running faster.
